Budget deal means big changes for schools, health

When laid-off government workers go back to their jobs Thursday, they immediately will deal with the effects of what's in the budget and borrowing bills signed into law.

We still have hopes that the bonding bill will not be the same earmark-like bonanza that past bills have been. We hope wages for projects included in the funding will be on a strict competitve basis without the usual over payment to organized labor.
