If the "sheriffs" are looking for answers, here's one: Stop incarceration non-violent drug-abstinence violators and cut your medical, staffing, and budget by a 1/3.

Put them to work - for free. Every penny they "earn" goes to paying for their health care. Any money that is sent to them by friends or family goes to their medical care. Throw the book at them if they are found in possession of canteen items - in other words, they will be broke, so if they have chips, soda, candy from canteen you know that another inmate gave it to them (that is generally against the rules). Anywho, we need to work on making jails and prisons repellent - not torturous, just completely, 100% repellent. Don't get me wrong, no matter how many perks a guy gets, being in jail or prison would stink, but the goal should be to make it completely and utterly stink... no fun at all! And offenders who are found guilty should have to pay restitution to the county for their food, medical care, etc. If they were found guilty of a crime, why should they get free housing, food and medical care?

We need to abandon the broken mentality that things are free in life or subsidized or tax credits for cash for clunkers etc. Nothing is anything of the sort! It must all be paid for-one way or another-and fewer and fewer people are being asked to pay the tab. And that is not right.
