They just now figured out that rehabilitation doesn't work? The criminal has to WANT to be rehabilitated for that to work. Prison time should be a punishment. A place you WANT to avoid, so you make better choices to avoid it. This isn't rocket science is it?

as sheer numbers and as percentile than any country in the world. We need to keep violent offenders locked up and making the rest do restitution for their victims and their fellow citizens. Stop putting non-dangerous criminals in prisons.

Focusing monitoring on the most likely to offend again, and the incentive based program for nonviolent offenders who do well in prison...but also to dogman's comment, do people really make decisions based upon whether or not they will go to jail? I don't think that has ever been a factor in my thinking. It's about what is right and wrong, which generally speaking yes, the law does cover...however hopefully people think about more than the law, which I think they do.

We need to free up resources by decriminalizing pot, and treating drug abuse as a health problem rather than a law enforcement one. Then we can devote greater resources to crimes against people and property, and do a better job of keeping those criminals away from the public.

I bet if we would copy this program we would see a huge decrease in first time AND repeat offenders! I know, how cruel...no big screen plasma TV, supper gets cold by the time you get it and make it back to your tent at -20!

They cannot be reformed. They are bad people. Liberals think that everyone is like them. This isn't true. Some people enjoy committing crimes. And some criminals are so stupid they are practically begging to be caught. Watch the Fox TV show Cops sometime. See how many criminals are pulled over by the police and have drugs or guns in plain sight. The Democratic Party is responsible for crime. The Democratic Party has been working very hard to restore voting rights for CONVICTED felons. Why? Because they know criminals will vote Democrat if they can be coaxed into going to the polls. Crime is HIGH in Democrat voting areas and low in Republican voting areas. There is a reason for that. If you are a Democrat voter, you won't be able to figure it out. The crime rate EXPLODED immediately following the Democrats construction of the WELFARE STATE in their FAILED "war on poverty".

I'm a liberal and I believe that no violent criminal should ever be released from prison. So there goes your theory. But way to turn every issue to us vs. them. Republican good, Democrat bad. Everything good is because of republicans, everything bad is because of democrats. It's sad that a lot of people actually think like you.
