"4 Minnesota Department of Transportation and Northland Constructors, Duluth, fined $27,000 for storm-water violations during construction work on Hwy. 53." But when the MN DNR sat back and allowed 100 yards of soil to erode into a small spawning stream right during fish spawning season NOTHING happened to any of the staff or the agency. These are the type of "farmers" Tom Emmers wants to defend. Those who knowingly and wantonly violate the law.
